German Packaging Act: Legislative process completed

The new German Packaging Law Implementation Act (VerpackDG) can take effect on 12 August 2026, alongside the EU Packaging and Packaging Waste Regulation (PPWR). The law will set German rules for responsibilities, registration, inspections and Extended Producer Responsibility (EPR).

The Bundesrat has approved the new law. In future, packaging fees will depend more on how environmentally friendly the packaging is. The exact criteria are still being developed, so it is unclear whether the system will support innovation or create more bureaucracy. The new rules aim to promote recyclable packaging and the use of recycled materials. Hard-to-recycle packaging may become more expensive. Chemical recycling will also play a bigger role, especially for plastic waste that cannot be easily recycled mechanically. Its costs and benefits will be reviewed by 2032. The Bundesrat is also calling for better cooperation between local authorities and recycling systems and measures to reduce packaging waste.

The PPWR in general will require packaging to be easier to sort and recycle, use fewer harmful materials and avoid unnecessary packaging. From 2028, the recycling target for plastic packaging in dual systems will rise to 75 per cent. Packaging will therefore become more important for costs, sustainability and logistics. Companies should start using recyclable packaging now to meet future rules and stay competitive.
