Greater independence from raw materials: Europe’s first plant for rare-earth elements from electronic waste

Europe is sending a strong signal in the effort to reduce its dependence on critical raw materials. With the approval of the first industrial recycling plant for recovering rare-earth elements from end-of-life electrical and electronic equipment, a landmark project for the European circular economy is taking shape in Italy. For producers and retailers, the message is clear: Extended Producer Responsibility (EPR) and high-quality recycling are becoming increasingly important competitive factors in strengthening Europe’s security of supply – and that of its trading partners.

The European Union is continuing to advance the development of an independent raw materials supply. Following approval of the LIFE INSPIREE project by the Italian Ministry of the Environment, Europe’s first industrial-scale plant capable of recovering rare-earth elements from permanent magnets in waste electrical and electronic equipment will be built in Ceccano. The project is one of the European Commission’s strategic raw materials initiatives and aims to strengthen both the European recycling sector and the supply of critical raw materials through sustainable resource recovery. The decision comes at a time of growing concern over Europe’s dependence on Chinese supply chains. As recent trade tensions between the EU and China have demonstrated, rare-earth elements are a geopolitically sensitive resource. Export restrictions or supply disruptions could have far-reaching consequences for numerous industries, from electronics and automotive manufacturing to emerging technologies.

The project highlights that Extended Producer Responsibility (EPR) extends far beyond regulatory compliance. An effective collection, take-back and recycling infrastructure provides the foundation for keeping valuable raw materials within the European economy and reducing the need for primary raw materials. As a result, the circular economy is increasingly becoming a strategic instrument for strengthening economic resilience and industrial competitiveness. The new recycling plant exemplifies this transition: end-of-life electrical and electronic equipment is no longer viewed solely as waste but as a valuable source of raw materials for European industry. The more efficiently critical materials are recovered, the less dependent Europe becomes on imports from geopolitically sensitive regions.

For businesses, this development carries a clear message: investment in EPR, high-quality recycling and closed-loop material systems will not only deliver environmental benefits but will also become an increasingly important pillar of Europe’s raw materials security, providing a genuine competitive advantage.
