Several recycling associations – such as Recycling Europe, FEAD and Plastics Recyclers Europe (PRE) – are calling for the mandatory recyclate quotas to be met primarily with European post-consumer recyclates. Such a “Made in Europe” approach would directly affect procurement and supply chains. The proposal seeks to ensure that the growing demand created by the PPWR supports European recycling companies rather than increasing reliance on imported recyclates.
Strengthening Europe's circular economy
Under the proposal, only post-consumer plastic waste collected and recycled within the EU, EFTA countries, and the UK would automatically count towards PPWR recyclate targets. Recyclates from third countries may still be eligible, but only if they meet standards comparable to those in the EU. This includes requirements for:
- Waste management and recycling practices
- Environmental and operational standards
- Material traceability
- Independent verification and certification
The goal is to strengthen Europe's recycling industry while ensuring a level playing field.
Greater focus on traceability and supply chains
If stricter sourcing requirements are introduced, companies may need stronger documentation and verification processes to demonstrate where recycled materials come from and how they were processed. Supporters argue that this approach would help protect European recycling capacity, which is facing challenges from weaker demand and increasing imports. They also want to avoid increased recycled-content obligations while investments shift toward outside Europe.
Over all, supply chain transparency, and recyclate sourcing are likely becoming more important, especially for packaging manufacturers and brand owners.
