The German Timber Trade Federation (abbr. GD Holz) generally supports the PPWR’s goals of reducing waste and using resources more efficiently. However, the association sees some practical challenges, especially in transport and timber wholesale. A key issue is order picking. Timber wholesalers often combine goods from existing deliveries to meet customer requirements and then repackage them. This can help reuse packaging and avoid waste.
However, it is unclear whether adding individual packaging elements could legally count as creating new packaging. If so, companies might need an additional declaration of conformity. This could create uncertainty about their responsibilities and potential liability. GD Holz is therefore calling for clear, binding guidance so that companies can understand and reliably meet their obligations under the PPWR.
